What is Form 19 for PF withdrawal?

Payroll & statutory Updated October 2026

Form 19 is the claim for final settlement of your EPF balance after leaving covered employment, now filed online on the UAN portal. Under the EPF Scheme 2026, a resignation needs 12 months out of covered work first, and payouts before five years of service can attract TDS.

Form 19 is the final settlement claim for your EPF balance, used when you leave covered employment and want the whole amount paid out. Today it is filed online through the UAN member portal, so “Form 19” is really the name of a claim option rather than a sheet of paper.

When you can take the full balance

The rules moved on 29 June 2026, when the EPF Scheme, 2026 replaced the 1952 scheme. Paragraph 49 allows full withdrawal on:

  • retirement after age 55;
  • retirement due to permanent and total incapacity for work;
  • migration from India for permanent settlement or a job abroad;
  • retrenchment, or a voluntary retirement scheme agreed with the employer.

In any other case, for example a resignation, you must not have been employed in a covered establishment for a continuous 12 months before applying. The old scheme’s wait was two months, and this single change explains most of the confused calls HR teams are getting from ex-employees. Women who resign to get married are exempt from the waiting period.

Leavers who cannot wait are not stuck. The scheme also allows partial withdrawals, but only down to a minimum balance of 25% of total contributions plus interest, and EPFO has said unemployed members can draw up to 75% without the long wait. That is a different claim from Form 19, closer to the Form 31 advance.

Tax deducted from the payout

With five or more years of continuous service (counting earlier jobs whose balance was transferred), there is no TDS. Under five years, TDS applies to payouts of Rs 50,000 or more at 10% where PAN is linked, and at a higher rate without it. This sat in Section 192A of the 1961 Act; for payments from 1 April 2026 practitioners place it in Section 392(7) of the Income-tax Act, 2025. A declaration to skip TDS now goes on Form 121, which replaced Form 15G and 15H from that date, and it works only when you expect to owe no tax at all for the year.

Frequently asked questions

Does Form 19 pay out my pension money too?

No. The EPS amount is claimed separately on Form 10C, which now has its own 36-month wait, so many people find their EPF and pension money arriving at different times.

Why was my final settlement claim rejected?

The usual culprits are a missing date of exit, a name or birth date that does not match Aadhaar, or an unverified bank account. Check these against your PF passbook and KYC page before refiling.

Should I withdraw or transfer when changing jobs?

Transfer, in almost every case. A PF transfer keeps your service continuous for the five-year tax test and your balance keeps earning interest.
