Headcount vs. FTE

Headcount answers “how many people work here.” FTE, full-time equivalent, answers a different question: “how much full-time-equivalent work capacity do we actually have.” Three part-time employees each working 15 hours a week count as 3 headcount but only around 1.1 FTE. Headcount is typically the number used for org-size reporting and compliance thresholds tied to employee count, while FTE is used for budgeting, workload and capacity planning, since it normalizes for actual hours worked rather than just counting people.
