A talent intelligence platform is software that builds a skills profile for each person, including employees, applicants and past candidates, by inferring skills from CVs, project history, learning records and external job-market data, and then matches those profiles to roles, projects and learning. It is a skills data layer, not a reporting tool: people analytics asks what is happening in the workforce, while this asks who can do what.
The platform reads what it can find and maps it to a skills taxonomy. Someone who spent four years on Spring Boot projects is tagged with Java even though the CV never says so; a payroll executive who ran statutory filings across five states is tagged with multi-state compliance. External data adds what the market calls each skill and how much demand there is for it.
Inferred skills are guesses with a confidence level, not facts. They lean on whatever is written down, so people whose work is poorly documented, often in plants, field sales or support roles, look less skilled than they are. Good deployments let employees see, correct and confirm their own profile, and treat a match as a prompt for a conversation, not a placement decision.
The clearest case is a large IT services firm or GCC with thousands of people moving between projects. Matching bench staff to open demand by actual skills, rather than by whoever the resource manager remembers, cuts bench cost and external hiring. The same profiles feed an internal talent marketplace, succession planning and the search for internal candidates before a role goes to an agency. For a 150-person company with one office, a well-kept skills field in the HRMS usually does the job at a fraction of the cost.
No; recruitment software runs the hiring process, while a talent intelligence platform supplies the skills data and matches that hiring, mobility and learning all draw on.
Some products enrich profiles from public sources; whether that is acceptable under the DPDP Act depends on how the data was made public and for what purpose, so get legal advice before switching it on.
Track whether matched internal moves succeed, using your internal mobility rate and manager feedback, and ask the vendor how a match can be explained.
Measure the effect on internal moves with the internal mobility rate calculator.
