India’s four labour codes, Wages, Industrial Relations, Social Security, and Occupational Safety, Health and Working Conditions, took central legal effect on 21 November 2025, with state-level rules still rolling out through 2026.
Central rules for all four Codes were notified on 8 May 2026, and businesses have been tracking the change through a compliance calendar ever since. Because day-to-day labour law enforcement is mostly a state function, the real gate on when a Code applies in practice in a given state is that state’s own rule notification, not the central commencement date alone. As of late September 2026, India’s Labour Secretary confirmed roughly 10 states had published final state-level rules, with the rest still at draft-consultation stage, and stated the Centre was targeting full state-wise coverage by 31 October 2026, a stated target, not a guaranteed date. Some online sources list specific states as “fully notified across all four codes,” but these lists contradict each other on which states and when, so treat any specific state-by-state claim you see with real skepticism and verify directly against that state’s own labour department before relying on it.

The older laws these Codes replaced generally continue operating in practice there under savings-clause provisions, until that state’s own rules take over.
