Special allowance is the fully taxable balancing component of a salary structure: whatever is left of gross pay after basic, HRA and specific allowances are fixed. It carries no tax concession, and a large one can be pulled into PF wages under case law.

Special allowance is the catch-all component that makes a salary structure add up. Once basic, HRA and the specific allowances have been fixed, whatever is left of the monthly gross is parked here. It is fully taxable and carries no special tax treatment, despite the name.

Why it exists

Employers use special allowance as a balancing figure so the components sum exactly to the target gross while keeping PF and gratuity costs down. Because those statutory costs are calculated on basic plus DA, a structure with a modest basic and a large special allowance is cheaper for the employer and gives the employee slightly higher take-home now, at the cost of a smaller retirement corpus and gratuity later.

The PF question

Courts have held that allowances which are paid uniformly to everyone, are not linked to output or attendance, and are effectively part of ordinary pay, should be treated as part of “basic wages” for PF. A blanket special allowance can fall into this category. Many employers have restructured to reduce exposure, but the risk of PF being recomputed to include special allowance has not fully gone away.

Is special allowance taxable?

Yes, fully, in both tax regimes. It has none of the exemptions that HRA or LTA carry.

Does special allowance count for PF?

Traditionally structured as outside PF wages, but a uniform, unconditional special allowance may be pulled into PF wages under case law. It is not a settled comfort.

Can I ask to move money from special allowance to something tax-efficient?

Often yes, at increment time: shifting a slice into HRA (if you rent) or a reimbursement can lower tax without changing CTC.
